Scavengers

The Scavengers are a faction in Dying Light 2 Stay Human implied to be powerful and influential enough to rival the Peacekeepers.

Techland has revealed little on the Scavengers so far, however if theorizing them as polar opposites of the Peacekeepers (who are Authoritarian and Populist), it is possible they are Libertarian and Individualist in contrast.
