Baka is the Vendor for the All Hallows' Eve and Winter Tales events, he functions like a Chapter Agent as you must level up and give him unique items to get his rewards. He appears to be a normal Biter in All Hallows' Eve but wears a festive outfit for Winter Tales.
All Hallows' Eve
Baka offers 2 daily bounties and 2 weekly bounties, you only need to reach level 5 to get access to everything. Infected drop treats that are required to buy these items
