Rampage.
It looks like Peacekeepers tried to emulate tactics of old world armies to educate their soldiers about enemy threats. This card shows the Rampage, a special type of infected that developed an impenetrable shield made of hardened skin in the front of their body and can only be wounded from behind. They attack with a brutal, blind forward attack.
