Will isolating an entire city prevent THV from spreading to the rest of the world?

Despites the efforts of the GRE and other international humanitarian organizations to contain the pandemic, the situation in Harran has become progressively worse. While an initial shipment of food and medicine, including antizin, brought some relief to residents, it failed to address the city's fundamental problem: the spread of the virus itself. Citing the need to prevent the virus from escaping Harran, the decision has been made to seal all passages through the wall and isolate the city.
