If you kill Bozak at the end of the Poster challenges, another Bozak will respawn at the same place the following day. This leads me to think that the Bozak at the top of this tower may be just a henchman that Bozak picked to wear the mask and pose as him and Bozak is actually watching the whole thing at a distance since he does this throughout the entire Bozak Horde challenges by watching Crane finish every challenge without attacking him directly and will just leave once Crane finishes the last challenge in the Bozak Horde.
