Request board
The Request board is a bulletin board that can be found on the second floor of The Tower, next to the elevator, and one near the center of Fisherman's Village in Dying Light.
Usage
The board is used as a mechanic to supply additional side quests to the player in the form of written letters requesting various, generally simple, fetch quests. The availability of these tasks depends on the player's progression through the main story.
The Tower
Most of the requests can be found here, as well as the ground floor bounty board. Except for two quests, all of them are delivered to Toygar who is next to the board. He presumably redistributes the quest items afterwards to those who had put up the requests.

Fisherman's Village
This request board is made available halfway through the quest "Pact with Rais", when the village gets introduced.
