The Ministry of Defense is the government agency in charge of Harran's military force and defense, being featured in Dying Light. It was the Ministry of Defense who decided to put the Old Town district — later referred to as "Sector 0" — in Harran under quarantine, whereas the operation was carried out by both its soldiers and employees of the Global Relief Effort.

History

Harran Virus

The Countryside

In the countryside of Harran, the army tried their best to combat the infected, establishing a number of Military Outposts in several strategic locations. When their failure in the countryside was certain, they were recalled to help in the city of Harran instead.[1] Most military outposts served as roadblocks, with supplies in place to keep the soldiers stationed there ready for combat. A convoy which got stuck on the highway also carried a nuclear warhead,[2] which the military might have been planning to detonate in Harran or the countryside, as the required items to detonate it can be found throughout the countryside.

The military in the countryside also did research on the infected, in order to find the cause of the virus and a potential solution to it.[3] They also quickly discovered the reason for the development of Demolishers and Goons, but were more interested in Toads, as its unique mutation might have held a clue the virus really worked.[4]

At some point during the outbreak, a military convoy carrying blue mist vials was ambushed in the countryside, ending up totaled in a field and lead to the mist being around. A secondary squad of soldiers was sent out to secure the town in the countryside to provide reinforcements when the Varyag 5 convoy would arrive and head for the dam,[5] but unfortunately they were overrun. As a result, when Varyag 5 was forced to detour through a cave system and got stuck, they could not get any reinforcements and were overrun by Rais's Men, with the blue vials being taken from the convoy.[6]

Harran City

As soon as the outbreak of the Harran Virus started in Harran City, the military shut off the Striped Dragon Hotel in Old Town, home to many sport teams for the Global Athletics Games, as it was one of the first centers of the infection.[7] The Three Moons Restaurant was, likewise, shut off by the military when infections occurred inside.[8] A few weeks after the start of the epidemic, the Ministry of Defense in cooperation with the City Council of Harran, opened a field hospital at the Harran Stadium, in order to treat those who suffered from the infection with a medication which was being developed by the Global Relief Effort (GRE).[9] Unfortunately, this would bear too little in results and the virus continued to spread rapidly throughout Harran. New centers of the disease appeared daily, and as such, the Ministry decided to put the entirety of the Old Town district under quarantine. Citizens were obligated to remain at home, with representatives of the authorities going door by door to relocate the uninfected. Old Town was sealed off with large concrete walls. The field hospital at the Harran Stadium was, likewise, put under quarantine.[10] The authorities sent out Hazmat teams just before the city was sealed, to go door to door and find those citizens who were still alright. Despite strong materials being used for the uniforms, the biters still chewed right through the uniforms, causing many of the Hazmat units to become infected.[11][12]

After initial laboratory tests for Antizin were passed by the GRE, the Ministry of Defense started looking for volunteers to participate in clinical trials, enticing people with financial rewards and medical treatments.[13] Not long hereafter, the army obtained full power to execute directives of the GRE. Being led by Colonel Kadir Suleiman, the enforcement forces brought a strict curfew with them, with any instance of disobedience resulting in persecution and acts of unrest or violence resulting in severe punishments.[14] In order to keep the population calm about the military takeover, Colonel Berkant Uzer sent a message to the producer of DPS News to inform the citizenry. The message stated that the forces were led by Colonel Uzer, but operated under Suleiman. It also stated that that thousands of infected civilians would be airlifted to special medical facilities, and that during the emergency martial law would be in place.[15]

The military moved in on the Harran Public School, which had been quarantined. To newscasts, they stated how they would help the infected get to medical facilities, but when the news crews left, the soldiers were instead ordered to kill the infected inside.[16] The military also set up the Bridge HQ on the Infamy Bridge, a check-up area connecting the slums to the area surrounding the Harran Stadium. The bridge was equipped with strong UV lights, referred to as the "Infamy Bridge Firewall", to keep the infected out at night. Explosives had also been planted underneath the bridge, to blow it up in the event where the power to the lights were to be cut short. With the power from the slums district being used to power the lights, it was only a matter of time before the system would fail and trigger the explosion of parts of the bridge. Colonel Suleiman was aware of this, but refused to retreat with his military forces as it was impossible to know when the system would fail, leaving him with insufficient time withdraw forces from the city before the demolition occurred.[17] The main electrician of the district, who had been in charge of it for the past two years, tried to warn Suleiman of the issues in the city in terms of electricity. Many in the slums district were so-called "grid-leeches", people who used the electricity, but did not pay for it. It was suggested that the military went house to house to remove the leeches from the grid so that there would be a more stable power supply, but Suleiman refused, believing the problem would resolve itself as fewer healthy individuals remained, ignoring the fact that those who turned would not turn off their electrical devices.[18]

Despite the warnings of punishments and persecutions, riots and chaos took over the streets of Harran. After the announcement of Antizin, riots increased even further as the GRE demanded the sick to report in person. Disappearances also occurred in increasing manners.[19] The citizenry took to vandalism and looting in the chaos, as everyone was desperate for supplies, with the military and police nowhere to be seen.[20] Those trying to escape the quarantine by pleading to the soldiers under Suleiman were met with gunfire and grenades, being butchered by Suleiman's forces.[21]

At some point during the outbreak, a Good Will Relief train transport got stuck in the Bright Mountain Tunnel when another transport carrying chemical waste was derailed. The military quickly declared the area a quarantine zone and blocked any passage in and out of the tunnel.[22] As panic started to break out because of the virus, crisis forces established a small hideout for survivors in an underground parking lot. When the outbreak managed to enter the building, however, the military sealed the building and left those inside to their fate.[23] When the military realized they were unable to contain the virus, they slowly started retreating from the slums districts. They sealed the Sunny Apartments when the virus started to to run rampant across the district, dooming those survivors who were still inside.[24]

Several months after the initial outbreak, the Ministry of Defense forced the GRE to stop the airdrops of Antizin into Harran for political reasons.[25] Not long thereafter, the position of the GRE had been compromised, with the military assuming command and declaring Harran a Code One Target Zone, intending to carpet-bomb the city.[26] To legitimize their plans, Colonel Taner stated that his soldiers had searched for survivors all over the quarantine, but only managed to find one, who claimed to have been the last survivor.[27] Attempts by a group of survivors to show the outside world that there will still survivors in Harran through marking a symbol in a building through explosives, were nullified when the military sent out fighter jets to blow up the symbol.[28] It was not until Kyle Crane managed to install an amplifier on an antenna and send out a message to the world that the plans of the Ministry were cancelled.[29]

Blue Mist Medicine

The military had developed blue vials during the Harran epidemic, which when used in its misty form resulted in nearby infected becoming passive to any humans around.[6][30][31] But people who absorb the substance will eventually become infected, and if it consumed in liquid form by an infected individual about to turn, they would soon turn into the infected, even Sentient Volatile, conscious during the day but uncontrollable at night. Sentient volatiles also held special telepathic bonds with which they could communicate with humans over a great distance.[32]

Whether or not the vials were truly a military experiment to create sentient volatiles or not remains a question. Since the Mother, the wive of the Colonel in charge of the military in the Countryside, was sent to a crate with the vials after she had been bitten, but she was not given the codes for the nuclear warhead inside the dam. The Colonel trusted a friend of his, Atilla with the codes of the nuclear warhead instead, and instructed him to only give the codes to his wive if Atilla deemed her sane enough,[33] indicating that the warhead was not intended to be a "fail safe" to an experiment, like the Mother believed it to be.
