Walkthrough

After having spoken to Vincenzo and being about to leave the Renegade hideout during the main quest "Veronika", Jack Matt will radio Aiden and ask for help in tracking down one of the Renegades' top commanders, as he fears Lawan may fail at the task. He will tell Aiden that the commander can be found at the west end of the Garrison district. If Aiden accepts the task, "No Mercy" will be activated.

Head on over to the Renegade outpost, which is on a rooftop to the southwest of the 'Juniper' Windmill. At the site, several dead Renegades are found, having been killed by arrows which can be picked up. Enter the building and head down the stairs to door. Activate it to find a large room full of dead Renegades. Over the radio Lawan informs Aiden that there weren't many Renegades at the outpost, as they appeared to have been evacuating the camp. During the conversation a survivor will stand up. It is a familiar face: Demoulin. He will declare that he was at the camp to talk to the Renegades as part of a negotiation for Juan Rainer, as Juan wants peace and believes Jack Matt is a bigger threat than the Colonel. Demoulin will then ask if Aiden will tell Jack Matt about what he was doing, giving the option to either say yes or no.

Saying no will make Aiden state that Demoulin was just following orders and did nothing wrong, letting him go.

Regardless of the decision made, Aiden will then contact Lawan again, who is on a quest to kill more Renegades. She will tell Aiden that the Renegade commander was seen near the church south of Saint Paul Island. She will tell Aiden that he can either join her or she will do it herself, ending the radio contact.

Head over to the Church of Saint John of God in the northeastern section of Lower Dam Ayre, just to the west of the 'Spruce' Windmill. The church can be entered through an entrance on the ground level, and requires a bit of climbing to be entered properly. Once in the main hall, the church appears empty. Aiden will contact Lawan, and shortly after doing so, Hakon will show up and mention that the commander that Aiden came to kill is gone. During the conversation, a small unit of Renegades will also show up. Hakon will then demand the GRE access key from Aiden. Aiden will be given the choice to state he doesn't want to fight, or that Hakon will not get the key without a fight.

Ultimately, regardless of the choice made, Hakon will order his Renegades to attack. They consist of five Renegade footmen, three Renegade spearmen, and a Renegade Officer on the ground level and three Renegade archers a floor up, appearing in waves. After dispatching them, talk to Hakon.

Hakon states he is willing to kill Aiden for the key, having only refused to do so in Old Villedor because Aiden promised him a way out of the city. It becomes clear that this is Hakon's only goal. He will attack Aiden and needs to be beaten to progress. During the fight, Hakon will be supported by a Renegade spearman and three Renegade archers, but they can be ignored as only damaging Hakon matters to progress the quest. After damaging Hakon sufficiently, Aiden will suffer from a seizure, making the screen go black.

Aiden will have to find Hakon after this point, as Hakon has opted to hide in the church. If the Renegades from before were not killed, they will still attack Aiden. Head up to the higher level, which is covered in Renegade flags and activate the door. Hakon will come from the side and strike Aiden, causing him to nearly fall down. When confronted with the people he betrayed - Frank, Cillian, and Lawan, he will say that the operation on the VNC Tower was a suicide mission, and he did not want to die. He will say that he left Lawan in order to protect her, because if he did not Waltz would have had her killed. He will then push Aiden down, initiating another fight between the two.

After defeating Hakon, Aiden will contact Matt about what has transpired. Jack Matt will then tell aiden to return to the PK Floating Fortress. Before doing so, Aiden will tell Matt that there was no officer at the church, only Hakon, as a response Jack Matt concludes that Hakon was also working with the Renegades, something Aiden already knew. Aiden will also inform Matt that the Renegades are withdrawing, which Jack Matt sees as the perfect time to hit them. So head for the exit.

Upon activating the church door, Hakon will throw a throwing knife at the door, believing he can still fight. Aiden can either talk Hakon out of it, or provoke Hakon. Provoking Hakon will cause the final fight between Aiden and Hakon, after which he will die. Talking him out of it will cause Lawan to show up. Aiden can either let her do what she came to do, or ask Lawan to hear him out about the information Hakon gave up, causing Lawan to drop her guard and giving Hakon a chance to escape.

Return back to Jack Matt on the PK Floating Fortress. Over radio, Matt will state the time has come to deliver the final blow to the Renegades and ask Aiden to return so they can discuss what to do next. At the ship, Jack Matt is located in his quarters, being in discussion with Steven, the Peacekeeper doctor. When spotting Aiden, Matt will say that the Peacekeepers will attack the Renegades the next day and will call on Aiden as well. The conversation concludes with Aiden saying he will look for Veronika Ryan first, but that when the time comes Matt can count on him, completing the quest.
