Find Timur.
Sadly, I arrived to find Timur turning into an infected. Rose's brother appeared and explained to me that he was just protecting his sister from the truth.

Walkthrough

In northwestern Horseshoe, on the border with Trinity, a woman named Rose can be found standing on a balcony. She will tell Aiden that her brother trapped her in her apartment until she managed to escape to the balcony. Upon offering to help, Rose decides to wave Aiden off and ask if Aiden can get her boyfriend Timur to rescue her instead. She will tell that Timur, her brother, and a group of survivors were planning to clear out a condo, which is a Dark Hollow in northwestern Trinity.

Head to the Dark Hollow, which is inhabited by Infected. Be mindful of potential special infected like a Howler which may be present in the building. Inside the building, a UV bar can be found located in front of a hard-locked door. Next to the door is another door which is partially covered by molds. Activate the door and Rose's brother, Lowen, will show up. Lowen tells Aiden to stay away from the door, but upon hearing Aiden mention Timur, explains that the mission of the survivor group went bad and that Timur and the other survivors were turning before Lowen locked them into the room Aiden tried to open.

He explains that he went back to lock her up and then returned to the Dark Hollow to clean up his mess before he would talk to her. During the conversation, Rose radioes over to Aiden, providing Aiden with two choices: Telling the truth or telling a lie about Timur.

Telling the truth will annoy Rose and Lowen both. If you lie to Rose and tell her Timur is not there but only infected. Rose will also be annoyed in this ending, but Lowen is grateful that he has a chance to explain what happened himself.

Regardless of which choice is made, it finishes the quest.
