"There's a distress message coming from the Fan Zone. Apparently there are women and children in trouble. They're offering supplies in exchange for assistance. I should check it out."

Fan Zone is a side quest available in Dying Light.[1]

Walkthrough

Noah, atop the Ember's Safe Zone, has heard a distress call. Speak to him to learn more. He will request Crane to go to the Fan Zone and find out what is happening there. Head to the "Fan Zone", located near the giant screen in the far southeastern part of Old Town. The easiest way to get there from Noah is by using the zipline, which will land close to the quest site.

"For anyone who can hear this, our situation is dire. There are women and children here. We can offer electronic equipment and ammunition in exchange for medicine, food, and drinking water. Please, help us!"
Distress call

Upon approaching the zone, the distress call is heard clearly. Crane contacts Troy to give an update on the ordeal before entering the building. Once inside, call the elevator by pressing the button to the right of its doors and head up.

The elevator itself doesn't bode well, as it is covered in blood. Upon arriving at the floor, numerous dead bodies can be found, with blood smeared on the floor. Find the source of the message. The door at the end of the main path are blocked, so instead follow the red wall to the right to find a way into a broadcasting room. Be sure to pick up the keycard from the coffee table along the way, as it is required to access the broadcasting room. From there, use another door to enter a sound studio and turn off the distress call by activating the computer.

"To anyone who can hear this: Your situation is dire. I've killed women and children here. I can offer you death in exchange for your medicine, food and drinking water. Come to me..."
Voice

After turning off the distress call it becomes clear that a psychopath is inhabiting the building. Troy contacts Crane to get a status report. After doing so, head out of the sound studio.

"Ahh! So you wish to challenge me! Excellent. Take the elevator, and it will bring you straight to me. To anyone who can hear this: Your situation is quickly deteriorating. I've killed so many I can no longer remember them all. But they were all weak. You are weak, so you will die. To anyone who can hear this: I'm going to cut off your head... but not right away, of course. To anyone who can hear this: I'm going to cut out your ear drums, so you won't hear anything. You will die in total silence. Not to worry, I will hear your screams for you, so they won't go to waste. To anyone who can hear this: I was left behind by cowards, but I've survived by awakening my natural predatory abilities."
Voice

Having little choice, Crane has to use the elevator to find the psychopath. The elevator gets stuck, so climb up into the elevator shaft and from there enter the ventilation shafts. Throughout the whole procedure the psychopath keeps rambling on about his plans and his motivations. After dropping down the ventilation shaft, Crane can finally fight back. Be mindful, as the psychopath uses a Police Rifle to fight. After killing him, Crane contacts Troy. On a table in the building a German 9mm Pistol can be found, alongside 3 boxes of ammunition.

Having dispatched the psychopath, turn the power back on and ride the elevator down to complete the quest.
