He is one of the hostile thugs under the command of Kadir "Rais" Suleiman.

During the O Brother Where Art Thou? quest, Havoc and Victor are among the gangsters sent by Rais to search for Osman. They can be heard discussing their orders to kill any survivors on sight, though Kyle Crane is able to kill them both in the ensuing fight.
